How to add contact and newsletter section to home page?

There are two parts in this advance tab.

1. Active sections
2. Deactivate sections

In my case i cannot see “Contact” and “Newsletter” in both (even in inactive sections its not visible) how do i add those sections? And what is the possibility to add custom sections?
